I think maybe it's happening between Showdown and Saint, because DA said that Billy is currently going to law school. If this were happening after Saint, he wouldn't be saying anything at all.
Maybe the two people that Kamenski was going to meet were Black and... maybe another "bad guy" character...?? Or maybe Billos... Billy...?? I don't know. Anyway I'm sure these answers will be revealed at the end of the contest. Perhaps even tomorrow when the contest starts! *Biting nails in anticipation*
